Extract the theme to ~/.local/share/plasma/desktoptheme/ or install the theme using the System Settings>Workspace Theme>Desktop Theme. The theme should appear, apply the theme.
9I was looking for a light colored Plasma theme and I really like Smoother. Very classy. Now I just wish that there was a GTK+3 companion that I could use in Plasma 5 for my GTK programs like Firefox and LibreOffice. I saw you did some GTK themes in the past. Any chance you can create a GTK companion theme? One caveat, I would rather see more bold text than you provided in your Smoother kde colors companion. But overall I love your work.

9 Really nice looking! I love that it's not flat and have beautiful gradients clearly separating things from each other. Fantastic theme!
