The solution given by tawhid1 worked perfectly. I just created an index.theme with the following lines of code: [Sound Theme]
Name=Macos Directories=macOS Big Sur Sounds
I know it doesn't have any index theme file but I was able to fix it
create an index.theme file then paste the following as it is:
[Sound Theme]
Name=Macos
Directories=.
