You can use the installation script in the Nativefier-Freedesktop repo (https://github.com/alxlg/nativefier-freedesktop/blob/master/install-nativefier-freedesktop) or the manual installation described in the readme.
After the installation you can just click on a *.webapp to install it. Then it appears on your app launcher with the other apps. To uninstall a Web App use right click on its icon in the app launcher and "Uninstall".

How to "run" .webapp on KDE neon?

There is, I wrote it yesterday and I will publish as soon as I solve a bug in registering the .webapp MIME type!
