Description: It's my Mandrake 8.2 - KDE 3.0.1 destop, running Konsole lsmod, using Mosfet's Liquid, Keramik window deco and True Type antialiased fonts ( rendered by XFt hacked version ).
Right click on Your current taskbar, then select "Remove".
Now again right click on the kicker and select "Add"->Extension->External Taskbar, now move it to the top of Your screen and here You are! ;-)

How did you put your panel for running applications on the top of your screen?
