You need to run kinstalltheme for every user who is going to use the theme. Failing to do so means you will get no acqua style.
This is because the post-install script of the RPM will almost certainly fail to run kinstalltheme as it is run as root and therefore might have some trouble with the X server or DISPLAY. (which is non root, because you aren't running kde as root, are you? ;-)
