Extract the folder inside the archive and copy it to /usr/share/pixmaps/pidgin/ and restart pidgin.
Status:
Extract the folder to /home//.purple/themes/

-Changed the style to a more simple one. Looks better with smaller sizes. It's similar to the emblems in the Shining Reprise icon theme.
