I do like it.
Some small comments:
1) It should still work in pre x.0.24.1 versions. It will just ignore your default colors.
2) That launcher mouseover, does it do anything good? It's invisible on human panel and on darker panels it just looks wierd.
3) A launching effect would be nice, for example you could let the color back to the icon on launches.

Yes, I mean the background pixmap on mouse over on a launcher. Is it meant to be seen? I can't spot it on my computer when using human gtk theme and not in your first screenshot either. If it's not meant to be seen, remove it since it limits the range of panels your theme can be used on.
