I use ubuntu + cinnamon desktop and for me it works fine, sorry I haven't tried it in linux mint 17.2. Transparency refers only to the bottom panel and the menu.
You are absolutely right. Cinnamon refer to the panel and menu and has transparency. It look lovely. If you can fix the GTK part for Mint, that will be terrific.

All the great designers, all of them, were "beginners" at one time. No apology needed. You already know more then I do on theming. Actually, we need more people like you.

Correction, the Cinnamon (panel and menu) works. Not the gtk windows portions.

This is not working at all in Mint Cinnamon (17.2). There is no transparency and all the buttons have split colours. A lot of work needed.
